Regulation establishing Global Europe

The following amendment was proposed by the European Parliament to the European Commission's proposal for a Regulation establishing Global Euroe:
"Local authorities embrace a large variety of sub-national levels and branches of government, including municipalities, communities, districts, counties, provinces, regions and their associations. In line with the Consensus, the Union should foster close consultation and association of local authorities, as well as their participation in contributing to sustainable development and to the implementation of the SDGs at local level, in particular regarding democracy, the rule of law, human rights and fundamental freedoms, social justice and as providers of basic social services. The Union should recognise the multiple roles played by local authorities as promoters of a territorial approach to local development, including decentralisation processes, participation and accountability. The Union should further enhance its support for local authorities’ capacity building in order to strengthen their voice in the sustainable development process and advance political, social and economic dialogue, as well as promote decentralised cooperation. Support to local authorities under the geographic programmes should amount indicatively to at least EUR 500 000 000."

THE EUROPEAN COMMITTEE OF THE REGIONS (CoR)
- Supports the proposed budget of EUR200.3 billion that is necessary to strengthen the EU's role across the globe; proposes to ringfence parts of the geographic pillars so that all countries and regions can rely on minimum allocations.
- Calls on the Commission, given the current volatile geopolitical environment, to develop a new Communication that should recognise the role of local and regional authorities (LRAs) as partners in the EU's external action, including as part of Team Europe.
- Calls for multi-level governance and localisation to become the guiding principles of the Regulation for stronger coherence between internal (EU Cohesion) and external policies.
- Highlights the importance of the CoR's stronger involvement in policy development and implementation, mobilising CoR-led engagement frameworks with the EU candidate, Mediterranean and Eastern Partnership countries.
- Calls for deeper inter-institutional dialogue on the local and regional dimension of EU 's external action and the role of city diplomacy, including by involving the CoR in the Enlargement Forum and in outreach to the EU Delegations.
- Calls for territorial and multi-level governance screenings to be conducted by EU Delegations and for performance-based plans with enlargement countries to include legally binding 'subsidiarity clause'.
- Calls for systematic involvement of LRAs throughout the programming cycle.
- Calls for adequate financial resources for LRAs, including tailored and streamlined funding mechanisms under Global Gateway and dedicated initiatives to foster political and technical exchanges between cities and regions, notably between the EU and candidate countries.
- Calls for reinforced capacity building and effective technical assistance targeting LRAs' ability to access and manage EU funding, develop and implement reforms, improve investment climate, deliver on SDGs and respond to emergencies.
- Calls for full coherence between the Regulation and EU Interreg programmmes and draws attention to the unique and strategic role of the outermost regions and their neighbours.
- Calls for improved monitoring by integrating a 'localisation marker' into the existing impact assessment tools.
