Catiuscia Marini was born in Todi in 1967. She holds a degree in Political Science (International Relations) from the University of Perugia.

From 1997 to 2007, she served as Major of Todi. In 2000, she was nominated by UNICEF as one of its “Mayors Defenders of Children”. She was President of the Bureau of the National Association of Italian Municipalities (ANCI) and of Ancitel board from 2004 to 2007. From 2008 to 2009, she was a Member of the European Parliament, following the works of the Committee of Internal Market and Consumer Protection.

Catiuscia Marini has been a member of the Committee of the Regions (CoR) since June 2010, following her election as President of the Region of Umbria (Italy) in March 2010. She was re-elected for a second term of office to the presidency of the Region in May 2015.

In February 2015, she was elected President of the Group of the Party of European Socialists (PES) in the CoR. From October 2011 until June 2014, she was the Group's First Vice-President with responsibility for cohesion policy in the context of the EU's financial perspectives post-2013. From June 2014 until February 2015, she held the position of First Vice-President of the CoR. She follows the works of two CoR commissions, namely the Commission for Territorial Cohesion (COTER) and the Commission for Environment Climate Change and Energy (ENVE). She has been CoR rapporteur on a number of key political dossiers such as the general regulation for the Structural Funds for the period 2014-2020, the future of the European Social Fund, State aid to regional airports and the opinion on Promoting quality of public spending in matters subject to EU action.

She has been involved in international cooperation for several years (projects in Burkina Faso, the Balkans and the Palestinian territories) and has collaborated with the Peres Centre for Peace in Tel Aviv. She has always been active in areas of children’s rights and gender equality.
Since 2013, she has been a member of the national assembly of the Italian Democratic Party (Partito Democratico).
